The MGM business was a creature of its competitors. Each of The Big 5 movie studios carefully studied their rivals and attempted to find ways to "one up" each other. The Flyin' Lion Saga is a direct outgrowth of the jockeying for publicity that all the studios engaged in back when silent movies were transitioning to the "talkies."
